Reinventing public service through technology

The Government of Catalonia has embraced an ambitious initiative to transform the Digital Ecosystem of the Generalitat. This renewal seeks to create a more agile and accessible administration model, designed to improve the experience of citizens and provide clear and useful information. The proposal is part of a global reform plan for public services, aimed at solving current social and economic requirements.

A unified institutional portal

Last January, the Executive Council gave a green light to an agreement that seeks to consolidate a centralized web portal, which will integrate all institutional communication, services and formalities in one place. This new platform seeks to eliminate duplications and constant updating of content, as well as improve visibility to searches and, in short, the user’s experience.

A new focus for digital ecosystem

As part of this project, there has been a comprehensive audit that draws the way for effective restructuring. This audit redefines the concept of web ecosystem, proposing an matrix portal that will group institutional information, regulations, services, procedures and publications in a way that is easy to understand and navigate.

Accessibility and usability at the center of the proposal

The new platform will be designed to be accessible and clear, organized by themes and aimed at various audiences, including citizens, companies and local entities. This represents a significant change with respect to the current model, which is often confused and fragmented.

Government perspectives on modernization

Albert Dalmau, Minister of the Presidency, said that “reforming the administration implies improving access to information and facilitating the interaction of citizens with the Generalitat”. He also emphasized that digital transformation would not only improve public services, but also savings significant resources.

An audit for digital efficiency

Through the audit, the different corporate websites have been reviewed to guarantee a coherent and efficient digital presence. This process will determine which websites will be maintained and which will be integrated into the new portal, with the aim of going from 137 websites to only 74, thus improving the sustainability and usability of the system.

Building a cohesive digital ecosystem

The websites that are integrated will be eliminated, but the information they contain will be transferred to the new portal in an organized manner. This approach will allow better interaction with public services and a more satisfying user experience.
