Rising salaries: A reflection of commitment to healthcare
The Andorran Health Care Service (SAAS) has experienced a significant increase in its remuneration expenses, exceeding €54.1 million in 2023. This increase, which represents more than €6.3 million in absolute terms, reflects the SAAS’s commitment to the provision of high-quality health services and the fair compensation of its professionals.
Services and clients: A direct correlation with activity
Income from the provision of SAAS services is directly related to the volume of activity. In 2023, outpatient surgery generated 26 million euros, while hospitalization contributed 19.8 million euros. Emergencies and socio-health services maintained a balance, with a slight increase in the first case and a small decrease in the second.
Outpatient consultations experienced a notable increase of 26%, reaching 2 million euros in 2023. However, primary care and health transportation registered a significant decrease. The billing of primary care fell to 597,000 euros, while health transport brought in only 84,000 euros.
Client typology: CASS leads the way
Affiliates of the Andorran Social Security Fund (CASS) represent the vast majority of SAAS clients. In 2023, of a total turnover of 57.5 million euros, 40.8 million came from CASS policyholders. Private patients contributed 10.4 million euros, Andorran insurers 2.7 million euros and foreign insurers 2.2 million euros.
Mental health and the workplace: Emerging priorities
The SAAS recognizes the growing importance of mental health. The Ministry of Health has developed the Mental Health and Addictions Plan (Pisma), which promotes large-scale projects to address the growing needs in this area. The SAAS will expand the spaces for mental health devices, leasing 869 square meters to house community mental health services.
In the labor field, the SAAS has implemented agreements from the first collective agreement, such as the annual increase in the CPI and the recovery of the career plan. It has also recognized the job category of auxiliary nursing care technicians (TCAI).
Innovative projects: Looking to the future
The SAAS has created four working groups to address crucial issues: talent recruitment and retention, needs analysis for the new hospital building, reorganization of preferential care devices, and analysis and exploitation of healthcare data. These projects aim to improve the provision of services and ensure the long-term sustainability of the Andorran healthcare system.
