Catalonia’s emergencies

Interior will receive 1,924 million, especially for new Fire and Police positions

The budgets of the Generalitat for this 2024 are expansive to be able to attend to the main needs: drought, housing, education, health, justice, the Catalan language and agriculture.

Details of the 2024 budgets

The Government approved the 2024 budget yesterday, after tying up the support of the PSC and still pending the essential endorsement of the Commons for the figures to become a reality. These are the details of the accounts, which have already begun parliamentary processing:

Global figures

The 2024 budgets grow to 43,673 million euros, a spending peak favored by the evolution of the economy and the suspension of fiscal rules that consolidates an upward trend, as well as the income from the liquidation of the financing model, which recorded a new historical high this year with a growth of 68% in 10 years. From one year to the next, the increase is 6.5% if only the effective real expenditure of the ministries is calculated and 9.6% if debt income is included, which grows by 75% for the increase in rates, and an extraordinary fund of 800 million to reduce spending on healthcare that is carried over from one financial year to the next. Public expenditure amounts to 48,492 million.

even

One of the priorities is to combat the drought. The water crisis means that 1,045 million euros will be dedicated to expanding regeneration and desalination infrastructures, improvements in risk and support for municipalities to renew supply networks.

housing

It is another emergency and the Government is allocating 1,219 million to deal with it, which includes rent subsidies for young people, measures to prevent evictions, and subsidies to build, acquire and rehabilitate homes.

education

After the disastrous results of the PISA report, the Government allocates 7,508 million to the classrooms with 399 staff allocations for the inclusive school, 67 million to the free children’s stage and 70 million to the fight against school segregation . In the university field, the Ministry of Education’s budget is 1,246 million, of which 1,091 is dedicated to public funding.

Health and social rights

It is the highest item in the budget, with 12,859 million euros, of which 355 will be dedicated to improving the conditions of health professionals, 212 million to the Public Health Agency and 146 million to promote advanced therapies to treat hitherto incurable diseases . In any case, if the trend of previous years is maintained, the effective final expenditure will be greater since, in the face of budgetary insufficiency, expenditure is transferred from one year to the next. Regarding social rights, an investment of 26 million is contemplated to reduce waiting lists and to create 1,000 places for residences.

Security and Justice

The Interior budget reaches 1,924 million euros, which will be dedicated to 1,260 new positions called for and the incorporation of 1,515 new uniformed officers and the renovation of Police and Firefighters vehicles. The item for justice reaches 1,224 million euros, which will be invested in promoting the reintegration of people who have been convicted, to adapt judicial equipment and to care for victims. Seventeen million more are for the digitization of the judicial administration.

Culture and language

The investment for the promotion of the Catalan language reaches 111 million (38 will go to the Consortium for Linguistic Standardization and 10 million to promote the use of Catalan in products and services). In the audiovisual field, there are 104 million, of which 55 are for the 3Cat platform and 36 for cinemas and platforms.

farmers

The field will receive 572 million (87 in aid to the sector, 11 for the promotion of Catalan products and 25 for IRTA research and development).
