Economic Agreements in Education
In government circles, a new agreement between the Ministry of Governance and the Foundation for Education is being discussed, as the current one comes to an end on June 30. There is a strong emphasis on ensuring prudent financial management, with particular attention to budget allocations.
As part of the 2023 budget, the Ministry of Governance plans to allocate almost six million euros to education. To this amount is added the contribution of the Ministries of Social Affairs and Health, which together approach three million euros.
Challenge in Institutional Management
Greater involvement of the Foundation in the financial and operational management of educational institutions is demanded. The concern for the direction of the institution, unique of its kind in Andorra, has generated uncertainty, especially among the staff.
The working climate is delicate, with high staff turnover and a lack of internal cohesion. Questions about working conditions have reached parliament, creating tension between the leaders of the institution.
Dilemmas in Human Resources Management
There is a disparity in the levels of remuneration and training between the staff. There are executives with high salaries and low qualifications, while other workers enter with more preparation, but perceive low salaries. This disparity contributes to a tense work climate and a high turnover rate.
The lack of transparency in personnel policies and the lack of accountability in the face of problems create discontent and negatively affect the overall functioning of educational institutions.
