Dilemma for 4,000 Professionals
Recently, the negotiation between ERC and PSC has put in the spotlight some 4,000 civil servants who currently work for the State Tax Administration Agency (AEAT) in Catalonia. The proposal to transfer these workers to the Catalan Tax Agency has emerged strongly, generating concern among the affected employees.
A New Paradigm in Fiscal Management
The agreement envisages a significant change in the Catalan tax system, with the aim of ensuring that the Catalan treasury has full operating capacity in collection and management from the Generalitat. The terms of the agreement indicate that the new agency will gradually assume control of the taxes generated in Catalonia, which would mean complete autonomy in the management of taxes such as personal income tax and VAT.
Reactions among the Officials
One of the most notorious points of friction comes from the Superior Body of State Tax Inspectors, which questions the constitutionality of the pre-agreement and declares that they will remain social and professional in their relationship with the AEAT. In addition, they have expressed a clear refusal to join the Catalan Tax Agency, citing concerns about the state of their labor rights.
Legal Aspects and Labor Rights
From the CSIF union, the representatives underline the importance of legal security for the workers’ careers. They fear that integration into a new administration could affect essential labor aspects, such as seniority and acquired rights. According to his estimates, around 1,100 civil servants could be affected by this change.
The opinion of the workers
Employees express the need to be able to decide their employment fate in this new phase. Their voices cry out for options that allow them to choose whether they want to continue as part of the General Administration of the State, with warnings about the importance of finding agreements that respect the will of the workers.
Practical Examples of the Past
They remember that there have been recent cases, such as that of Rodalies, where the reformulation of the administration has been followed by setbacks in the labor rights they previously had. This precedent makes the anxiety and resistance even more intense among officials.
