Key term for registration of plots
On May 5, it marked the end of the period for the registration of plots in the Public Plot Reserve, an initiative promoted by the Generalitat de Catalunya. This call seeks to improve access to protected housing in the region.
The City Council of Vilafranca and its proposals
In response to this call, the City Council of Vilafranca has presented three plots, of which two are intended for facilities, which excludes them from the category of officially protected housing and classifies them as endowment accommodation.
Location of the plots presented
The plots are in the following locations: C/ Gelida 8, which could house 33 officially protected homes; Av. Europe 63, with capacity for 75 endowment accommodation; and C/ Dolors Piera 3, with space for 80 endowment accommodation. In total, up to 188 homes can be built.
Financing and conditions for promoters
Depending on the conditions of the call, if homes of official protection are made for rent, the Generalitat guarantees 100% of the funding through the Catalan Institute of Finance, offering very favorable conditions.
Rentals and subsidies
The tenants of these homes in Vilafranca will benefit from a maximum rent of € 6.64/m2, while the Generalitat will compensate the promoter with a subsidy that will cover the difference up to € 10.65/m2. Thus, it seeks to facilitate the viability of projects and foster collaborations between the public and private sectors. In addition, a minimum of 25% of the homes will be intended for young people.
The 50,000 plan and its importance
The Public Poble Reserve is part of the 50,000 Plan, a strategic initiative of the Generalitat, which aims to build 50,000 new public homes until 2030. This proposal involves an annual investment of 1.1 billion euros.

The 50,000 plan seeks to expand the public housing stock, guaranteeing access to a dignified home and fostering a sustainable and equitable residential model. The initiative involves the construction of new buildings, the mobilization of public land and the collaboration with city councils and entities to ensure a balanced distribution of homes throughout Catalonia.

With the intention of promoting balanced urban growth, the 50,000 homes will be distributed throughout Catalonia, prioritizing those municipalities with a high demand for affordable housing. This will contribute to the urban regeneration of areas that need a renewal of the residential fabric, marking a significant step towards a more inclusive Catalonia.
