Term closure for solar registration
On May 5, he marked the end of the period established by the Generalitat of Catalonia so that the municipalities submit their lots in the Public Reserve of Solares. This initiative seeks to increase the availability of protected housing in the region, a key step towards improving access to housing.
Call for the participation of owners
The Ministry of Territory launched a call to all land owners, both public and private, who are qualified for the construction of official protection housing or endowment accommodation. The goal is that the Generalitat has an exhaustive knowledge of the solars available to facilitate the planning of aid and subsidies.
Solar presented by Vilafranca
In this context, the Vilafranca City Council has proposed three plots to the call. Of these, two are intended for equipment, which classifies them as endowment accommodations instead of official protection housing.

The selected lots are located in the following directions:
– C/ Gelida 8 (33 HPO homes)
– AV. Europe 63 (75 dotational accommodations)
– C/ Dolores Piera 3 (80 endowational accommodations)
Collaborations to develop projects
The City Council is evaluating possible collaborations with third sector entities to facilitate the development of these projects, thus maximizing the social impact of the initiative.
Favorable conditions for promoters
According to the regulations of the call, the Generalitat guarantees total financing for the construction of official rental protection housing through the Catalan Finance Institute, offering very favorable conditions.
Rent and subsidies costs
In the area where Vilafranca is located, the rent of these homes will not exceed € 6.64/m2, while the Generalitat will cover the difference with a subsidy that raises the price up to € 10.65/m2, thus facilitating the public-private agreements. This scheme will adjust annually depending on the CPI, ensuring that at least 25% of homes are allocated to young people.
The 50,000 plan: a sustainable future
The Initiative of the Public Reserve of Solares is part of the ambitious 50,000 plan, launched by the Generalitat with the aim of building 50,000 public homes by 2030. This plan represents an annual investment of 1,100 million euros and seeks to guarantee access to decent housing for all, in addition to promoting an equitable and sustainable residence model.
Distribution and urban growth
The 50,000 homes will be strategically distributed throughout Catalonia, prioritizing municipalities with the greatest need for affordable housing and promoting urban regeneration in areas that require renewal. This approach seeks to achieve a balanced urban development, ensuring that housing supply is aligned with the population’s demand.
