Increase in marijuana plantations and organized crime
In recent years, an increase in marijuana plantations has been observed in Catalonia, which has led to an increase in organized crime activity related to this drug. This situation has generated concern and the need to take measures to combat this problem.
Actions of the Catalan police
During the year 2023, the Mossos d’Esquadra dismantled more than one marijuana plantation every working day in Catalonia. According to data collected in a tender, a total of 890 actions were carried out. The North metropolitan region, based in Granollers, was the place where the most interventions were carried out, with a total of 230. In Girona, 160 interventions were carried out, in Campo de Tarragona 130, and in the South Metro 120.
Measures to face the increase in plantations
In order to address this increase in marijuana plantations and the need to destroy the seized drugs, it has been decided to open a bidding process to hire companies specialized in the destruction of these plantations. The budget allocated for the years 2024, 2025 and 2026 is almost one million euros (without VAT). In this way, when the Mossos dismantle a marijuana plantation, a specialized company will be in charge of dismantling the plants, preventing the agents from having to carry out these tasks.
Central Warehouse of Narcotic Substances (MACSE)
In addition to the measures taken to destroy marijuana plantations, the Mossos d’Esquadra have launched the Central Warehouse of Narcotic Substances (MACSE) in Barcelona. This warehouse, which is in the testing phase, aims to store seized narcotic substances and ensure their safety. The contract for its operation is scheduled for four months, with the possibility of being extended for two more years. The MACSE is divided into different lots that cover the different police regions of Catalonia.
Confidential service supervised by the Mossos
The marijuana plantation destruction service includes both the human team and the tools and machinery necessary to carry out the dismantling. The winning company must follow the instructions of the Mossos d’Esquadra during the work. Once completed, a document will be made showing the work carried out and the people who participated. The confidentiality of the actions and any information derived from them will be guaranteed. It should be noted that these companies will only be responsible for the destruction of the plants, not the machinery found on the plantations.
