L’Hospitalet in figures: financial sustainability and new initiatives

Positive balance of the municipal budget

The City Council’s plenary has ratified the liquidation of the 2024 budget, reflecting a healthy financial landscape. Municipal finances have a positive result with a treasury remnant that exceeds 53 million euros, highlighting a significantly low debt coefficient and an average payment period that is maintained below 30 days required by current legislation.

Destination of the Romanian

Of the € 53 million available, 11.9 million will be used for general expenses, while the remaining 42 million will be invested in reducing the debt, thus improving the funding capacity of the municipality. The income has experienced a degree of execution of 101.84 %, while the current expenditure was executed at 85.42 %.

Efficiency in financial management

The City Council continues its quick payment policy to suppliers, with an average period of 24 days, an indicator that exceeds the legal requirements. In addition, the degree of debt is 20.4 %, a significant decrease compared to 2023. This reduction is the result of efficient management and budget planning that has allowed to reduce credit modifications by 18.64 %.

Reviews of the Government Team

The Deputy Mayor Jesús Husillos emphasized that these data show robust budget management that ensures the City Council’s financial sustainability and investment capacity.

Tax modifications and new fees

The plenary has approved changes in tax ordinances by 2025, which include adjustments to the fees for urban planning services, cemeteries and the use of municipal facilities for civil weddings. In addition, a new rate of 15 euros has been established for participation in the processes of selection of staff, with the aim of covering the costs associated with these processes.

Increased activity of the Ombudsman

Merche García, the Ombudsman of L’Hospitalet, has presented a report that shows an increase of 6 % in the shares carried out by its office in 2024. With 87 % of favorable resolution for the complaints presented, its work focuses on issues such as public space and social services.

Architectural Heritage Protection

The plenary has approved the inclusion of several industrial remains in the Special Plan for the Protection of the Architectural Heritage of L’Hospitalet, such as ovens and other structures that have been recognized as cultural assets of local interest. This decision is based on recent archeological findings.

Citizen Participation and Community Initiatives

Josep Ferrer, spokesman for the platform ‘Centenary: nothing to celebrate, much to reflect and claim’, shared concerns about the centenary of the city title. Also, the plenary has approved several motions to improve community services, including the regulation of ‘ghost kitchens’ and the improvement of the Casal de la Seniors.

Reformulation of sustainable regulations and initiatives

The PSC has submitted a proposal to review the regulations for public procurement and foster economic sustainability, as well as asking the State Government to flex the laws to allow better use of the treasury remnant. In this context, the creation of a catalog of trees of local interest and a shadow plan for children’s areas has been approved.

With these measures, the City Council of Hospitalet seeks to improve not only its financial situation, but also the quality of life of its citizens, with an approach to active participation and sustainability.
