Complaint against gender violence
On Thursday the 21st, the plenary session for the month of March was held in Sant Feliu de Llobregat. As usual, the session began with the monthly complaint against gender-based violence. On this occasion, two representatives of the Women’s Council, Anna Mallofré from Colla Les Banyeteres and Alícia Feito from Casal de la Dona, read the 8M manifesto in plenary. This complaint is an example of the City Council’s commitment to the fight against gender-based violence and the defense of women’s rights.
Local proposals and motions
During the plenary session, several local proposals and motions were presented. The Councilor for Equality, Feminism and LGBTI, Mònica Lafuente, read the Manifesto on the occasion of International Women’s Day, which supports the declaration of the Federation of Municipalities of Catalonia. This document highlights progress in the field of equality between men and women and urges local administrations to continue working to achieve full equality. A motion was also presented for the adhesion to the Institutional Declaration of the Federation of Municipalities of Catalonia on the occasion of the European Day in Remembrance for the Victims of Terrorism, which undertakes to keep alive the memory of the victims of 11M. In addition, a summary of the opinion of the Consultative Council for the Elderly of Baix Llobregat was read, which vindicates the public pension system as a constitutional right.
Approval of the public prices of La Fira
In the Citizen Service and Open Administration area, the approval of the public prices for this year’s Baix Llobregat Commercial and Industrial Fair was voted on. The councilor for Economic Development, Jaume Manyoses, explained that there will be a 3.5% increase in relation to the CPI and highlighted the 75% bonus for free local commerce for this edition of La Fira. Although the opposition voted against the public prices in the previous edition, the councilor of ERC, Aitor Rivera, pointed out that the prices for the next festivities will be more expensive than the previous year. Sant Feliu En Comú Podemos was satisfied with the maintenance of the Fair model implemented in the last mandate.
Modification of credit and other agreements
In the Finance area, a credit amendment was presented that includes the disability program, a section of the budget for the spring holidays and arrears pending payment of road cleaning and waste collection for the year 2021 -2022. In addition, the 3.2% increase in the price of the rates for the municipal swimming pool of l’Escorxador was unanimously approved in relation to the CPI. The property of La Unió Coral was also unanimously declared of special municipal interest or utility and other agreements were approved such as the application of the additional 0.5% increase in the salary of civil servants and the authorization to four municipal workers to make a second work activity in the private sector compatible.
Motions of general scope
Several general motions were presented during the plenary session. The Popular Party presented a motion for legal reforms against employment, while Sant Feliu En Comú Podem presented a motion for the reduction of the maximum legal working day. Esquerra Republicana emphasized universal housing rights. The motions generated debate and different positions between the political groups, but finally the motion for the reduction of the maximum working day was approved.
Extension of the cleaning contract
One of the most outstanding topics of the plenary session was the extension of the contract for the cleaning service of municipal buildings and outbuildings. This extension was approved with the favorable vote of all the groups, except ERC, which voted against. There was debate and criticism from the opposition, who questioned the government’s handling and transparency in this matter.
Other agreements and proposals
During the plenary session, other agreements and proposals were approved, such as the granting of subsidies to various entities in the field of Leisure Education and Education and Childhood to develop their projects. A correction was also approved in the regulatory bases for the granting of subsidies by the Sant Feliu City Council for the year 2024. In addition, the tender for the contract for the concession of the private use of stall number 7 of the Municipal Market ‘La Plaça’ in Sant Feliu, as no offer was submitted.
