Municipal Elections: Municipal Plenums and Social Issues in Debate

The Heat of Local Politics

Less than four months from the municipal elections, the political effervescence at the municipal meetings is increasingly present. The tone of the pre-campaign permeated last Thursday’s session, which lasted for nearly four and a half hours, until midnight, with the debate of several points on the agenda.

Own Profile and Social Issues

In this first session of the year, the different municipal groups took the opportunity to highlight their positions on social issues, making their mark on issues relevant to the local community. A debate on El Complex was repeated, similar to the one on previous occasions, points relating to housing and transport were approved, and the proposal to reform the market of merchants was overturned by the opposition.

Questions Discussed Previously

The key points of the session had already been the subject of debate in the past. Highlights include the regulatory agreement for the Complex Viability Plan, the measures to convert the 4th floor of a building into sheltered housing and the modification of the PGM to build protected apartments for the elderly.

New Faces and Social Movements

Councilor Noèlia Fontana of ICV-EUiA made her first appearance in plenary, replacing M. Cinta Daudé. Social movements were protagonists in the first part of the session, with topics such as nighttime emergencies, improvements to the work of firefighters and other local issues discussed.

Diversity of Motions

The approved motions covered several areas. From security measures in occupied flats to the incorporation of pedagogy qualifications in educational centres, through the protection of the crops of the Baix Llobregat Agricultural Park. Arbitrary arrests against pro-independence activists were also the subject of debate.

Debates and Positioning

The parties expressed different positions regarding the motions presented. Issues such as occupied flats, education and other areas generated debate and diversity of opinion among members of the local council.

Key Decisions

The plenary approved several important measures, such as the qualification of sheltered housing for the 4th floor of a municipal building and the modification of the PGM for the construction of sheltered housing for the elderly. The debate surrounding El Complex was another high point of the day.

Ongoing Debate on The Complex

The management of the Complex was once again a topic of discussion, with decisions on the Viability Plan and other issues related to this space. The IBI bonuses and other measures were approved, despite the differences between the different municipal groups.

Reforms and Controversies

The proposed reform of the merchant market generated controversy and was finally rejected by the opposition. The debate on mobility and the consensus among the stallholders marked one of the most outstanding decisions of the plenary session.

Vision of the Future

Despite the differences, the decisions taken at this meeting mark a path for the future of the town. The contrasting opinions show the richness of the local democratic debate and the importance of finding meeting points to improve the lives of citizens.
