New structures and elections in Catalonia: Catalan National Assembly deliberates

new country structures commission

In a recent meeting held in Valls, the Catalan National Assembly (ANC) has decided to establish a ‘Commission of Country Structures’ and has issued a political declaration on the possible holding of new elections. This commission will be made up of several working groups that will deal with specific areas such as defence, economy and energy transition, geopolitics and international relations, language and culture, migration and social integration, public protection, health and housing, land, agriculture and consumption. agrarian, and territory and infrastructure. Its main objective is to work on practices that facilitate both the proclamation and preservation of independence.

autonomy and effective application

The ANC has stressed that, given past failures and the experience accumulated since then, any such project should not be subordinated to institutions, but should have sufficient autonomy to ensure its implementation and maintenance once independence is declared again.

political declaration and agenda for independence

Regarding the approved political declaration, the ANC proposes that pro-independence parties and entities discuss an ‘Agenda for Independence’ in the next legislature if a pro-independence majority is achieved. This agenda demands, both from the streets and from the institutions, the state structures that Catalonia needs to face the democratic, linguistic and economic challenges that threaten its survival as an advanced nation.

concrete proposals

The ANC suggests a series of actions to the pro-independence parties, including:

  • Carry out a campaign of mobilizations and denounce the consequences of fiscal plunder, accompanied by a fiscal sovereignty initiative that Parliament would present to the Spanish Cortes.
  • Prepare and present the ‘Charter for the Catalan Language’ through a popular legislative initiative, bringing together all the necessary legal measures to guarantee the future of the language.
  • Create a Catalan judicial system.
  • Promote the international projection of the independence demand, recovering a tool like Diplocat to prepare the diplomatic recognition of the Catalan Republic.
  • Escalate the tension and prepare a new confrontation to make independence effective. Given the Spanish refusal of the essential laws to ensure the national future, the Parliament of Catalonia would present the demand for independence to the Spanish Cortes through a constitutional reform. The rejection of this proposal would trigger a new confrontation with the State. The pro-independence deputies and senators would leave the Spanish Congress and Senate. Subsequently, the president of the Generalitat would call constituent elections in the Parliament of Catalonia.
  • agreement between pro-independence parties

Faced with a possible electoral scenario, the ANC urges Junts, ERC and the CUP to agree on a common program based on the ‘Agenda for Independence’, a pact that could be known as ‘Entesa per la República’. According to the pro-independence entity, the signing of this agreement would be essential to recover the pro-independence electoral majority.
