The president of the Parliament of Catalonia, Josep Rull, has taken a significant decision by appointing Salvador Illa, leader of the PSC, as a candidate for the investiture of the Generalitat. This choice comes after a series of consultations held with the representatives of the various parliamentary groups, where it has been established that Illa enjoys the necessary support to face the debate.
Convocation of the investiture plenary session
In addition to the announcement of the candidacy, Rull has convened the Permanent Delegation, which will be responsible for scheduling the plenary session for this Wednesday at 10 am. The proposal is for the investiture debate to take place the following day, Thursday August 8, at the same time. This procedure is essential, since the chamber is in an inactive period until August 15.
Context of the political situation
Rull has recalled that this round of consultations is the second that he has organized since he held the presidency of the Parliament. The first, held between June 18 and 19, revealed the lack of support for any candidate. At that time, both the PSC and Junts expressed the need for more time to establish a majority.
Consolidated support for Illa
Recently, Salvador Illa contacted Rull to inform him that he had the necessary votes to be invested. After the consultations with the parliamentary groups, Rull has confirmed that the PSC, ERC and the Commons have expressed their intention to vote in favor of Illa. This support adds up to a total of 68 deputies, the minimum required for an absolute majority in the first round of voting.

Rull has emphasized that the availability of a candidate willing to submit to the vote is a fundamental requirement for the convening of the investiture plenum. This aspect is key to ensuring a fluid and effective political process.
Pressure from political groups
Rull’s announcement came shortly after the PSC, ERC and Commons groups presented a joint petition to urge the Permanent Council to meet urgently, thus recognizing the agreements supporting Illa as a candidate. However, Rull closed the debate on this issue during his appearance, formalizing his proposal for the investiture.
