Promotion of sustainable tourism through the recovery of roads

The Camina Pirineus project, which is supported by the Alt Urgell County Council and financing of European FEDER funds (2014-2020), was designed with the intention of promoting sustainable tourism in the region. This has been achieved through the restoration of traditional roads, the development of tourist infrastructure and the promotion of the natural heritage that characterizes the Pyrenees.

Oliana Ferrata Via: An example of political promotion

Within this framework, the Ferrata de Oliana road has emerged as one of the most emblematic and advertising projects. This climbing route, which gained prominence during the election campaign of Miquel Sala Muntada (Junts) in the 2019 municipal elections, was presented as an example of success in municipal management. Sala, who won the mayor of the municipality, was also appointed President of the Alt Urgell Council, taking over one of the main proponents of the Pyrenees Camina, Jesús Fierro.

Political clientelism and its consequences

The use of public infrastructures funded by European resources for the electoral purposes reflects a clientel dynamic that is common in many municipalities in the Alt Pirineu. This situation is accentuated in Alt Urgell, where the same parties have maintained power for decades. In communities with few inhabitants and high dependence on institutions, personal relationships often prevail over transparency and justice.

The distribution of public resources

Clientelism in these areas manifests itself through the selective distribution of resources such as subsidies and jobs, which are presented as personal favors. When a public work, such as the Ferrata road, becomes a tool to gain votes, the initial objective of European funds, which should be the benefit of the community, is diverted.

Implications for democratic quality

These clientel practices have a negative effect on democracy, limiting political competence and weakening public debate. Instead of arguments and proposals, there are promises of investments that do not always meet the real needs of the population. In addition, citizens often fear questioning these decisions, for fear of retaliation or losing benefits.

Audit and transparency in management

A preliminary audit report of the Camina Pirineus program has revealed that a significant amount of funds, specifically 245,209.96 euros, cannot be justified due to lack of adequate documentation and irregular outsourcing. This emphasizes the need to carefully examine the management of the Ferrata de Oliana road, to ensure that it was transparent and fairly awarded, prioritizing the really necessary projects for the community.

The situation requires a deep reflection on priorities in public investment and responsible use of resources, to ensure that it really works for the benefit of collective well -being and not as a tool for political promotion.
