The CCMA responds to the criticism of the Syndicate: Analysis of Financial Management

Answer to the Observations of the Audit Office

The Catalan Corporation of Audiovisual Media (CCMA) has issued a detailed reaction to the economic and financial control report presented by the Catalan Accounts Office, which indicated several irregularities during exercises 2021 and 2022. The CCMA has not only rejected some of the conclusions, but also contributed clarifications on its management.

Directions Contest: Transparency and Process

With regard to the conditions of the competition for the directions of TV3 and Catalunya Ràdio, the CCMA emphasized that the rules were published without challenges. The body explained that the valuation commission was a merely consultative role, and that the final decision was on the Governing Council, which evaluated the merits and projects submitted by the candidates.

Salary reviews and gender equity

The Sindicatura report also noted that during the years analyzed, some executives received higher salaries than those of the Generalitat’s counselors. In response, the CCMA said that the new direction was reviewed with the salaries, resulting in a reduction of them and an improvement in the equal pay between men and women.

Changes in the target system and return of triennial

On the remuneration linked to commercial goals that exceeded the established limits, the CCMA has informed that from 2022 a new system of objectives that are in accordance with the current regulations have been implemented. With regard to the triennials of the director of Economic Management, the CCMA said that, immediately after the provisional report of the Sindicatura, the director resigned from these rights.

Improved hiring process

Regarding criticism of the lack of transparency in the hiring of managers, the CCMA has assured that the new Governing Council has established a more open and clear contracting process, which seeks to guarantee transparency in the selection of staff.

35 -hour workday: Authorization and Communication

Regarding the application of the day of 35 hours per week, the CCMA explained that in 2019, the Commission on Remuneration and Expenses of Staff of the Generalitat authorized this measure for the collective agreement of the Corporation. According to the body, they have not received communications on changes in this authorization until the current report of the Sindicatura, and have committed to consult with the Commission to verify the validity of this criterion.
