PAM approved in only two of the 14 municipalities
Only two of the 14 Pallars municipalities are required to have an approved flood plan. Of these, six are in a very critical situation, all of them in Pallars Sobirà, which groups a total of 10 municipalities with expired or simply non-existent Municipal Action Plans, as is the case of Lladorre. At the same time, in Pallars Jussà, Tremp and Senterada are also not up to date in this aspect.
Situation in Catalonia
In Catalonia, 521 municipalities are required to have a Municipal Action Plan (PAM) for floods, but six out of ten have expired or never even had one. In small and medium-sized municipalities, as is the case with the Pallars municipalities, the most common argument to justify the lack of this document is usually of an economic nature.
Risk in the Pallares municipalities
As for the Pallars municipalities with the highest risk, 90% of the population of Esterri d’Àneu is in flood zones, followed by Rialp with 46%, Llavorsí with 44% and Sort with 34%. In the Pallars Jussà, only Senterada is threatened by river flooding.
Importance of the MAP
The Municipal Action Plan (PAM) is a crucial document where municipalities collect the actions planned in the event of a flood emergency, from areas to evacuate to specific signage or investments in improvements to canalization and drainage systems water, among others.
Recommendation of the Meteorological Service of Catalonia
Sarai Sarroca, director of the Meteorological Service of Catalonia, emphasizes the importance of a periodic review of the PAM, as it is valid for four years. In addition, he points out that in periods of drought such as the current one, the lack of awareness about the risk of flooding increases, as people get used to the little rain and lose the notion of danger.
