Transformation of the labor aid system: changes affecting thousands of Spaniards

A new horizon for employment assistance

Next November 1, 2024 will mark a crucial moment in the history of the Public State Employment Service (SEPE) in Spain, with a reform that will profoundly transform the system of unemployment benefits. This initiative will affect a large number of people who currently depend on these aids, changing their employment and economic situation.

Benefits that disappear

Among the most controversial measures is the elimination of several subsidies that have been essential for many citizens. Among them stand out:

Subsidy for over 45s

This aid, designed for those without family responsibilities and who have reached the limit of unemployment benefits, will be abolished.

Family help

Those who have family burdens and have exhausted their right to unemployment will also be left without this essential benefit.

Allowance for those released from prison

This help, which supports those leaving the prison system without a job, will be scrapped, leaving many without resources.

Active Investment Income (RAI)

This allowance, vital for people in vulnerable situations, such as the long-term unemployed or victims of gender-based violence, will also be dismissed.

Extraordinary subsidy for unemployment (SED)

Intended for those who have exhausted other benefits, this temporary allowance will be replaced by a new scheme.

The new subsidies: a simpler structure

With the aim of simplifying access and unifying aid, the SEPE will introduce four types of subsidies from November:

Subsidy for insufficient contribution

Designed for those who have not accumulated enough contributions to access unemployment, this subsidy will be closer to the needs of the population, with unified requirements.

Subsidy for returned emigrants

Those who return to Spain after working abroad and who cannot access unemployment will have the opportunity to apply for this new aid.

Reviewable permanent disability allowance

People with a recognized disability who require review may continue to receive this assistance.

Subsidy for over 52 years old

This benefit, which will continue to exist, is essential for those who have exhausted their contributory benefit and who have limited income.

Modifications in amounts and durations

One of the most relevant aspects of this reform is the restructuring of the amounts and duration of subsidies, which will be adapted to a new model of sections.

Payment scale

During the first six months, the beneficiaries will receive 95% of the IPREM, approximately 570 euros per month. In the following six months, the amount will decrease to 90% (around 540 euros), and from the first year, the amount will be 80% (around 480 euros).

Compatibility with employment

One of the most significant new developments is the possibility of combining the subsidy with employment for a maximum of 180 days, an option that was not available before.

Integration with the Minimum Vital Income

The new regulations will also facilitate the connection between the SEPE subsidies and the Vital Minimum Income (IMV), promising a smoother process for those who are left without benefits and who seek to re-enter the labor market.

With these changes, the panorama of employment benefits in Spain is transformed, and it is essential that those affected are informed and adapt to the new conditions to ensure their economic stability.
