Technical Inspections: Vehicles vs Buildings

Many of us have gone through the Technical Inspection of Vehicles (ITV) at some point. We remember the tests, the rollers, the undercuts. But what about the Technical Building Inspection (ITE)? According to Jesús Alonso, councilor for Housing, Historical Center and Licensing of the Manresa City Council, there is concern about the hole that exists in the supervision of the state of structural conservation of the buildings. Technical Building Inspections (ITE) are based on visual inspections without concrete evidence, as if they only take a quick look without going into depth.

The lack of skills

Alonso also emphasized that the City Council does not have the ability to force the owners to carry out the ITE, since this responsibility rests with the Generalitat. According to him, the Generalitat has only made a request to the owners who have not complied with the obligation, and this raises a problem in cities like Manresa, with an extensive Historic Center and many buildings in poor condition. This situation can be worrying for the city and for the safety of its inhabitants.

A comparison with ITV

To better understand the situation, we can compare it with the Technical Inspection of Vehicles (ITV). While MOT carries out extensive tests to ensure vehicles are in good condition, ITE only carries out visual inspections without concrete tests. This can endanger the safety of the building’s inhabitants and generate concern among the population.

Alonso emphasized that the ITEs do not offer sufficient guarantees about the state of conservation of the buildings. Without concrete evidence, such as the cracks, it is not possible to ensure that the building elements are in good condition. This can put the safety of the inhabitants at risk and generate concern among the population.

In summary, the lack of skills and the lack of concrete tests in the Technical Building Inspections (ITE) poses a worrying situation for the structural conservation of buildings in Manresa.
