Education and unions reach an agreement to improve teachers’ conditions

The teachers will recover the sexennis and reduce their teaching load

The Department of Education has signed an agreement with the CCOO and UGT unions that will allow teachers to receive the first stage (seniority supplement) at six years and not at nine and reduce two teaching hours for those over 55 progressively. The agreement also contemplates the salary homologation of FP technical teachers with secondary school teachers. The pact will benefit more than 43,000 teachers but depends on the approval of the Government’s budget. What has not been included is the recognition of the debt originated to receive the sexennis at nine years, but the unions have remarked that they are not renouncing it. Both the Ministry and the signatory organizations have expressed their satisfaction with an agreement that does not, however, have the support of other unions such as Ustec, which is the majority of teachers.

Recovery of the six years without renouncing the recognition of the debt

The first teaching stage will be paid again – if the budgets are approved – after six years, with effect from January 1, 2024. The document establishes that teachers who have not achieved the second stage because they are not 15 years old (9+6) of services provided, but if they have 12 or more (6+6) they will automatically be recognized in the second stage, and so also with the third. According to CCOO, it will mean an increase in the payroll of around 120 euros net each month. The measure benefits around 37,000 teachers, the department has pointed out. The text of the agreement itself includes that the signatory unions do not renounce the negotiation for the recognition and restitution of the amounts that the teachers have stopped receiving due to the delay of the stadiums.

Reduction of two teaching hours for over 55s and equalization of salaries for technical VET teachers

With regard to the reduction of two teaching hours for those over 55, it will be planned in two years: the next one, 2024-2025, for those over 60 and, in 2025-2026, for those over 55. Also with effect from January 2024, the teaching staff of the body of technical teachers of FP and the body of teachers of plastic arts and design workshops will receive the same as those of secondary school through a transitory personal supplement of 175.19 gross monthly euros for career officials, trainee officials and interim officials.
