Negotiations for Catalan Budgets: Tensions and Expectations

Tensions in the Budget Negotiations

Negotiations between the Government and the communes to agree on budgets are not progressing satisfactorily, and this has led to a tense situation. The parliamentary group of En Comú Podem, represented by its president Jéssica Albiach, has announced the presentation of a full amendment to the budgets after the Government approved the accounts of the Generalitat for 2024 in an extraordinary Executive Council held recently after reaching an agreement with the PSC.

Positioning of the Commons

In a press conference in Parliament, Jéssica Albiach has affirmed that the commons group will not give in to pressure or blackmail, and has expressed her displeasure at the role of the Catalan socialists in the negotiations. He emphasized that the Government is not showing the necessary willingness to lead Catalonia with a clear country model, and he stressed the importance of putting limits on the PSC in this context.

Reactions and Expectations

After several meetings without significant progress, Jéssica Albiach has expressed the possibility of withdrawing the amendment if the Government publicly discards the project that is generating controversy. However, he has made it clear that this decision depends on the executive and the Territory Commission. He has urged the executive of Pere Aragonès to promote future projects and not to focus on initiatives of the past, such as the urban master plan (PDU) of the Hard Rock.

Next Phases of the Budget Debate

The Parliament has fixed the debate on the totality of the budgets for next week, where the Government still needs the support of two deputies or the abstention of one of the groups to achieve an absolute majority. If this procedure is passed, it is expected that the final debate will take place in the April plenary session.

Positions of the PSC

The spokeswoman for the Catalan Socialists, Alícia Romero, has criticized the commons for putting the Hard Rock project as a condition for approving the budgets, describing it as a purely electoral interest. He has expressed his confidence in the president of the Generalitat, Pere Aragonès, and ruled out the possibility that he will backtrack on his commitment to this project.
