Political differences in the General Commission of the Autonomous Communities of the Senate

This Monday, the president of Madrid, Isabel Díaz Ayuso, and five other regional leaders of the Popular Party will express their opposition to the amnesty law in the General Commission of the Autonomous Communities of the Senate. The review of this proposal is currently taking place in the Upper House. The only regional leader who will defend this regulation will be the Catalan president, Pere Aragonès.

Positions in the General Commission of the Senate

The ‘barons’ of the PP used their absolute majority in the Senate to convene this commission, which will also approve a report against the amnesty, with the purpose of having the regional presidents go through the Upper House again to debate this issue.

However, the only regional leaders of the PP who have confirmed their presence are Isabel Díaz Ayuso (Madrid); Alfonso Fernández Mañueco (Castilla y León); Jorge Azcón (Aragon); Fernando López Miras (Murcia); Carlos Mazón (Valencian Community) and María Guardiola (Extremadura). In contrast, the ‘popular’ regional presidents who will be absent at this meeting will be Juanma Moreno (Andalusia); Alfonso Rueda (Galicia); María José Sáenz de Buruaga (Cantabria); Marga Prohens (Balearic Islands) and Gonzalo Capellán (La Rioja), although they delegated their presence to their advisors. The Canary Islands, governed by the CC and PP coalition, will be represented by a PP advisor.

On the other hand, Aragonès will be the only one to defend the amnesty, since neither the central government nor the regional presidents of the PSOE will be present at this meeting in the Senate. It is worth mentioning that this agenda does not contemplate a direct debate between the participants, since only the central government has the authority to respond to the presidents and parliamentary groups in this commission.

Opinions and Speeches

Isabel Diaz Ayuso

The Madrid president, Isabel Díaz Ayuso, has described the amnesty law as a ‘blow against national unity, democracy and the rule of law’ during the debate in the Senate. In her opinion, this rule is part of ‘a programmed and staged plan that will be unstoppable if we do not react in time.’ Furthermore, he has questioned the economic viability of an independent Catalonia and has criticized the President of the Government, Pedro Sánchez, for his support for Aragonès’ proposal, which he has called ‘so humiliating for the Spanish people that it seems incredible that the PSOE supports it. ‘.

Peter Aragonés

Pere Aragonès, president of the Generalitat, has used his intervention in the Senate to point out that the amnesty is the ‘way to repair much of the pain caused by the repression’, ensuring that the referendum will no longer be ‘unconstitutional’. In his speech, he mentioned that ‘sooner or sooner, it will be accepted as the way to resolve the sovereignty conflict between Catalonia and the State.’

Carlos Mazón

The president of the Generalitat Valenciana, Carlos Mazón, has expressed his concern in the Senate, warning about the possibility that the president of the Government, Pedro Sánchez, agrees to call a referendum in Catalonia. Mazón believes that ‘what is no today, tomorrow will be yes’ and has expressed his concern about the reconciliation process, stating that ‘the page has not been turned’ and that reconciliation is ‘an empty word’.

These previous statements show conflicting positions on the amnesty and the referendum, reflecting the debate and disagreements that exist between political leaders on this issue.
