Measures to deal with the diversity of tobacco products

The Ministry of Health has launched a prior public consultation for the draft royal decree that seeks to regulate various aspects of the manufacture, presentation and marketing of tobacco products and related products. This project includes the regulation of generic packaging for tobacco and other products, such as those containing nicotine, electronic components or complex hybrid combinations.

The aim of this regulation is to prohibit additives and components that give aroma to tobacco products, while emphasizing the differentiated characteristics and the complex cataloging of the new products that have appeared on the market.

In line with the Comprehensive Smoking Prevention and Control Plan 2024-2027

This initiative is in accordance with the recent Comprehensive Plan for the prevention and control of smoking 2024-2027, presented last Friday. One of the main measures of this plan is to prevent the start of the consumption of tobacco and related products, and the regulation of additives and flavorings is part of this objective.

The regulation also responds to the requests of scientific societies and civil entities related to the fight against smoking, which seek to improve public health and reduce the risk of starting to use tobacco, especially among young people.

Contribution to the improvement of public health and legal security

Through this royal decree, measures such as the improvement of product labeling, the introduction of generic packaging, as well as improvements in the cataloging of emerging tobacco products and the prohibition of flavoring additives are foreseen.

In addition, this regulation seeks to provide clarity, uniformity and legal certainty to the tobacco market and its related products at both national and European level.

Prior public consultation

Until April 23, citizens, organizations and associations have the opportunity to participate in the prior public consultation and make their contributions to the draft royal decree presented by the Ministry of Health.
