A new impulse for Catalonia
The president-in-exile and candidate of Junts+ for the presidency of the Generalitat, Carles Puigdemont, has presented the program of his candidacy and a shock plan that seeks to give Catalonia a new impetus.
The shock plan proposes several measures to face the challenges facing the region, including the economic field, the demographic challenge, language and culture, public administration and social and territorial cohesion.
An economic boost and debt cancellation
One of the outstanding proposals of the program is a new economic impulse for Catalonia. Puigdemont proposes to cancel the debt of the Generalitat in exchange for the investments budgeted and not executed by the State.
In addition, it plans to face the demographic challenge, language and culture, with the aim of guaranteeing the right to live fully in Catalan.
Refoundation of the public administration
The program also proposes refounding Catalonia’s public administration to improve its efficiency and effectiveness.
Social and territorial cohesion
To guarantee social and territorial cohesion, the need for a turning point and a change of course to reverse the current situation is considered.
Citizen listening process
To initiate this change, a top-down listening process is proposed, with the participation of the public and civil society, to gather public opinion and present a framework document to Parliament.
Proposals in the economic field
In the economic field, it is proposed to evaluate and publish the fiscal balances and claim the recognition of the uniqueness of Catalonia to facilitate the collection of the taxes paid in the region.
Language and culture
In terms of language and culture, the right to live fully in Catalan is defended and a joint strategy is proposed to deal with the judicial offensive against the school in Catalan.
Transfer of skills in immigration
The program includes proposals for a transfer of powers in immigration to the Generalitat, with the aim of having a speech and a Catalan proposal in this area.
Housing and territorial cohesion
Other outstanding proposals include a public audit of housing needs in Catalonia and the claim for the transfer and management of infrastructure such as airports, road and railway networks.
Administration reform
In order to face the reform of the administration, it is proposed that the technical echelons be occupied by people with the necessary skills and it is requested to protect civil servants and public servants against the attacks of the State and private interests.
