Arrest of independence leaders in exile
Coinciding with the entry into force of the amnesty law, the chief commissioner of the Mossos d’Esquadra, Eduard Sallent, sent an internal communication to prepare all troops for an eventual arrest of pro-independence leaders in exile, in the event that They will return to Catalonia with a valid arrest warrant before the law of criminal oblivion is applied to them.
Sallent warned that any detention decision would be made from the Headquarters, where specific orders would be issued after activating internal verification protocols.
Planning the arrest of Carles Puigdemont
In the case of Carles Puigdemont, a plan for his arrest was outlined during the first days of the trial of the Interior Ministry’s top brass. The plan included the use of a helicopter, pairs of commissioners and custody by the Special Intervention Group (GEI), the body’s elite intervention unit.
The internal report of the Mossos also revealed that the use of the Mossos helicopter, known as Hèlix, was planned to carry out the arrests at the Palau de la Generalitat or in Parliament. In addition, special offices were set up at the Mossos headquarters and coordination was established with the court in charge of arresting persons.
Planning the arrest of Quim Torra
In the event of a possible arrest of President Quim Torra, a coordination meeting was held at the Mossos Headquarters. A plan was prepared that contemplated an arrest at the Palau de la Generalitat, in case Torra disobeyed the orders of the Superior Court of Justice of Catalonia.
However, due to the perception that Torra would not disobey, the plan was shelved and no arrests were made.
