An economic commitment to the future
The president of the Generalitat, Salvador Illa, has revealed an ambitious plan that will allocate 1,000 million euros over the next five years to the revitalization of neighborhoods in Catalonia. This announcement occurred in an event in Vilanova I La Geltrú, where numerous mayors and local leaders met.
Plan details and its financial structure
The Government intends to make five calls, starting in July of this year, with the aim of benefiting more than 100 municipalities through rehabilitation and improvement projects. Each call will have a budget of 200 million euros, which, together with municipal contributions, could raise the total to between 1,600 and 1.7 billion euros.
Co -financing between government and municipalities
To carry out these projects, a co -financing system will be implemented in which the Government will assume between 50% and 75% of the cost, depending on the size of the municipality. For example, in the largest cities, the government will cover 50%, while in smaller villages, financing can reach 75%.
Project implementation and selection process
With the neighborhood law already in force, the next step will be the creation of a decree that regulates the development of the plan. This decree is expected to be approved in the Executive Council in June, and the first call will be opened in July, allowing municipalities to present their proposals between September and October.
Active participation of municipalities
The municipalities will play a crucial role in identifying areas that require intervention and propose solutions. In addition, agreements will be established with the deputations to support the smallest municipalities.
Plan selection and focus criteria
For a project to be considered, the area must have an average net income per person lower than the average of Catalonia, which is approximately 15,000 euros per year. Projects that promote energy efficiency and social cohesion will also be prioritized.
Commitment to sustainability and equity
The plan approach will focus on improving old homes and promoting sustainable practices, seeking to reduce social inequalities and encourage community cohesion.
Government vision and reactions of local actors
Illa stressed that this plan is a priority for its government, noting that it represents an opportunity to address the needs of the most vulnerable communities. The Minister of Territory, Silvia Paneque, also emphasized the importance of an integral vision that benefits the majority.
Celebrations and expectations
Representatives of municipal associations have hosted with pleasure the government’s commitment, seeing in the neighborhood plan a light of hope for local communities. However, the need to ensure the continuity of the project regardless of administration in power has been emphasized.
Final reflections
The neighborhood plan is not only an economic investment, but also a step towards a social and urban transformation that seeks to mitigate inequalities and improve the quality of life in Catalonia. As these projects are implemented, it will be crucial to closely follow their impact and adaptability to the changing needs of the communities.
