An alarming number of people on the waiting list
In 2023, a total of 12,280 people lost their lives while waiting for the resolution of their dependency situation. These people were on the waiting list to receive the degree resolution or the benefit resolution. The figures come from the Dependency Observatory of the Association of Directors and Managers of Social Services (https://www.softcatala.org/resum-de-textos-en-catala/).
A worrying situation
Of the 23,810 people who left the waiting list last year, 34.36% did so because they died while waiting for the benefit to be resolved. However, the number of people served increased by 13,846 (+7.37%) and the number of people not served decreased by 21,300 (-30.5%). Catalonia is the second community with the most underserved people, representing 19.37% of the total.
A critical situation
Between November 2022 and the same month of 2023, 40,577 people with dependency requests died in Catalonia, 12.33% more than expected. Excluding the 3,097 people who did not prove their dependency situation, the number of dead people is 37,480. Of these, 67.2% were being treated and the remaining 32.8% were part of the waiting list (https://www.softcatala.org/resum-de-textos-en-catala/).
A worrying death rate
The report highlights that the mortality rate of people treated is higher than expected for 2023, especially in homes and residences. Despite the efforts made with the Shock Plan for the Improvement of the Dependency System, the situation remains critical. The Spanish government has increased the contribution by 22.3 million and the Generalitat has allocated 57.3 million in the last financial year published, in 2022 (https://www.softcatala.org/resum-de-textos-en- Catalan/).

As of December 31, 2023, there were 352,939 dependency applications, 1,815 less than the previous year. 327,571 applications were evaluated, 2,867 less than the previous year. As for those entitled, there were 250,190, 7,454 less than in 2022. The number of people served was 201,720, with an increase of 13,846 people. Despite this, there are still 48,470 people neglected and 25,386 people waiting for the degree resolution.
