An agreement that makes the difference
Recently, Mònica Martínez Bravo, Minister of Social Rights and Inclusion, and Joan Barrera, Mayor of La Seu d’Urgell, have formalized an agreement to begin the construction of a new residence for the elderly. This facility, located in the Horta del Valira, will offer 90 places for residents, as well as a day center with a capacity of 40 users and 12 guarded apartments.
A commitment to the community
Both authorities have emphasized the importance of this agreement as a response to a historical need for the community. Martínez Bravo emphasized that the Generalitat has pledged to ensure that the equipment complies with the highest quality standards, in order to put it into operation as soon as possible.
The steps to follow
To make this project a reality, a detailed technical design of the residence is first required. Once approved, the land will be transferred to the Government of the Generalitat, followed by the tender for construction work.
A meaningful investment
The Mayor Barrera praised the agreement as one of the first of this magnitude in Catalonia, emphasizing that the total investment ranges from 14 to 15 million euros. He also mentioned that the Spanish government has contributed 3 million for the drafting of the draft and financing part of the works.
A historical need
Barrera recalled that the demand for a residence for the elderly in the city has been felt for more than two decades, considering it a matter of justice that deserves to be treated.
A collective project
The signing ceremony was attended by several representatives of the Generalitat and the consistory, including the Government Delegate in the High Pyrenees, Sílvia Romero Galera, and other members of the Pro Residence Platform for La Seu d’Urgell.
Future expectations
Compromís has expressed the hope that the works will begin in 2026, with a barrier emphasizing that the construction of the new residence has been a priority for its government. Since the first weeks of his term, he has been actively working to locate proper land and to develop a draft.

Maria Teresa Ferrer, a member of the Pro Residence Platform, has shared her enthusiasm for the signing of the agreement, considering it a moment that represents a ‘principle of reality’ after many years of struggle. Ferrer emphasized that, in a population of 13,000 to 14,000, it is unacceptable that there is no suitable place for the elderly.

He also thanked the different municipal groups for the support and reminded that more than 4,000 signatures were collected to submit them to Parliament, demonstrating the determination of the community to achieve this residence.
