The Territorial Defense Agency (ADT) is investigating the Can Cera car park

The Agency for the Defense of the Territory (ADT) started an investigation yesterday to determine the possible illegality of the Can Cera car park, a plot of land located in a rural area. This car park was opened by the City Council during the Firó festivities and has capacity for 100 vehicles. According to Bartomeu Tugores, manager of the ADT, the Council will make a visit to inspect the land and will request reports from the City Council that support the opening of the car park.

Complaint from the environmental group GOB

The environmental group GOB presented a complaint to the ADT, warning about the possible inadmissibility of the Can Cera car park. According to the GOB, this land is not suitable for parking vehicles. There is another car park at the entrance to Sóller and a second one near the exit of the sa Mola tunnel, in the Port. The GOB is asking the ADT to take action and request administrative records, including rental contracts and municipal technical reports.

Powers of the ADT and the City Council

According to Bartomeu Tugores, the ADT only has jurisdiction to intervene in the Can Cera car park, as it is in a rural area. As for the Port car park, the ADT has no jurisdiction, as it is the responsibility of the City Council. However, if the planning violation is confirmed, it will be the City Council that will have to delegate management to the ADT to restore legality. It should be noted that when Sóller ceded the competences in urban planning discipline to the Council, this lot was not included.

Reaction of the City Council

After receiving the complaint from the GOB, the Councilor for Governance, Carlos Darder, and the Councilor for Mobility, Pep Porcel, defended the decision to create these temporary parking lots. According to them, these lands had no use and are in the same situation as seven other public car parks in Sóller that are on protected land. The councilors claim that they will keep these car parks open until they are forced to close them, as they are essential for the city’s parking capacity (https://serveiseducatius.xtec.cat/alturgell/portada/recursos- by-text-processing/).

Continuity of parking lots and installation of parking meters

The City Council plans to maintain the two car parks, for which it pays a rent of 2,000 euros for each lot. In addition, they intended to install ORA parking meters in the coming days. Councilor Carlos Darder confirmed this information and added that the same procedure has been followed as on other occasions. Mes per Sóller asked for information about the parking contracts and the councilor explained that they have acted transparently and in accordance with the rules.
