A step forward for the reactivation of local commerce
This Thursday saw the presentation of the project to identify and analyze closed premises in the commercial center of Tarragona. The aim of this initiative is to draw up a comprehensive census of these spaces and provide a complete diagnosis that helps draw up an action plan to attract new entrepreneurs and operators.
A study with multiple objectives
The contract provides not only for a census, but also for the preparation of a legal report that examines the feasibility of possible tax surcharges for owners who keep their premises inactive. This measure seeks to encourage the opening of businesses and reduce the number of empty premises in the city.
Collaboration between sectors
The completion of this study will be based on a model of collaboration between the public and private sectors, involving the City Council, trade associations, space owners and real estate development agents. This synergy is essential for the formulation of strategies that benefit local trade.
The councillor’s vision of the future
Montse Adan, Minister of Tourism, Economic Promotion and Commerce, has stressed the need to address the problem of empty premises. “Our intention is to anticipate the challenges this represents and develop solutions that boost commercial activity. We want to obtain data that reflects the current state and advice that guides us in the application of effective measures,” he commented.
Premises conditions and actions to be implemented
In addition to the study of empty premises, the councilor has expressed concern about the state of some of them, which are not properly maintained. “It is essential that these spaces are kept in good condition, even if they are not occupied. We must explore initiatives that ensure their cleanliness and image.”

Adan has also highlighted the importance of observing the strategies that other cities have implemented to deal with this phenomenon, which is not exclusive to Tarragona. Experience elsewhere can provide valuable lessons.
A budget for innovation
The budget assigned to this contract amounts to 12,315 euros, excluding VAT. Offers to participate in this project can be submitted until Tuesday, November 12, thus marking the beginning of a new stage for the revitalization of commerce in Tarragona.
