Each year, the state’s general budgets provide for a number of investments in Catalonia, but the reality is that only one fraction of these funds is allocated. This discrepancy between what is budgeted and what is really spent generates a cumulative of unfinished projects and a sense of institutional neglect. In the end, the money that should have improved the Catalan infrastructure are redirected to other areas, leaving the territory with a series of needs not met.
