The art of governing with strategies
In the Catalan political universe, there are those who opt for tangible action, others by verbal eloquence, and then Salvador Illa, who has become a teacher in the art of presenting plans. With each challenge that arises, its immediate response is a new plan, as if each problem was a puzzle that can be resolved with a written proposal.
The reality behind the promises
Catalonia, at present, is presented as an autonomous community meticulously structured, but if we look at the quality of public services, we might think that disorganization has found its way to enter some gap. Each month, ads are made, graphics are presented to cameras, and chronograms are designed with great fanfare, but after the media show, the question is left: Are these really effective plans?
Key plans and their implications
Examine the most prominent plans until May 2025 reveals a panorama of great aspirations and, sometimes, few real bases. Let’s look at some:
Economic Plan ‘Catalonia leads’
With a planned investment of 18.5 billion euros, this plan seeks to reactivate the Catalan economy through 200 measures and strategic actions. Its main axes include re -industrialization and improvement of infrastructure.
Expectations and realities
Despite the enthusiasm generated, it should be remembered that some of the actions, such as the extension of the Barcelona Airport, depend on external authorizations, and the promise of creating 78,000 new jobs may seem more a desire than a realistic forecast.
Public housing plan
With a budget of 4.4 billion euros, this plan aims to build 50,000 public rental housing until 2030. However, the reality is that there is currently only land available for 21,000 homes, and the Generalitat does not know how many of its own flats are occupied or empty.
A plan with more questions than answers
As the plans develop, the feeling that the lack of appropriate information and resources can turn good intentions into a new chapter of inefficiency.
The Puosc and the municipal works
With a budget of 500 million euros, the Unique Plan of Works and Services of Catalonia seeks to finance municipal projects, but its success depends on the capacity for execution and the true need of local communities.
Green transformation and innovation
With the aim of implementing a sustainable re -industrialization, this plan is presented as a response to the environmental crisis. However, specific actions are often diluted in a sea of attractive terminology.
Fighting child poverty
With an allocation of 700 million euros for 2025, the intention is to strengthen existing aid. However, the amounts are insufficient, and a large part of the poverty children are out of the conditions for support.
Final reflections
Salvador Illa has created a narrative where each challenge seems to be managed, although many solutions are more theoretical than practices. As we get closer to 2030, the question to ask is whether these strategies will translate into tangible improvements or if they will be a testimony to the aspirations of a government that seeks to be remembered for its planning more than for its results.
