The Government supports the popular consultation
The Government has approved the holding of a popular consultation on the new industrial estate ‘Les Planes del Vent’ in La Bisbal del Penedès, after the City Council had initially rejected the request.
The Promotion Commission of the Consultation presented an appeal to the Generalitat’s Commission for the Control of Non-Referendum Popular Consultations, and after receiving the support of this body, the City Council has been ordered to admit the request.
Rejection of the City Council’s arguments
The Control Commission has rejected the City Council’s arguments, stating that its interpretation of the regulations is not consistent with the purpose of promoting and facilitating consultations, including citizen initiatives.
In addition, the need to clearly delimit the group summoned for the consultation has been highlighted, and it has been stressed that the law allows the participation of groups potentially affected by the project.
Next steps and deadlines
The pushers of the consultation intend to meet with the government team to start the process, and it is expected that they will have 60 days to collect signatures from the notification of the resolution.
150 signatures or 10% of the census are needed to call the consultation, and if the deadlines are met, it is expected to take place in December of this year or in January of 2025.
Positioning of the parties involved
The promoters of the initiative have expressed their intention not to stop or give the green light to the project, but to consult the public and for the City Council to act accordingly.
On the other hand, the mayor has stated that they will not put any impediment in the way of the consultation, although she continues to consider that it should not be carried out.
At the same time, he stressed that the consultation should not be more important, since the political formations already expressed their position on the project in the last municipal elections.
