A pact for sustainability
The Minister of Territory, Housing and Ecological Transition, Sílvia Paneque, and the Secretary of State for the Environment, Hugo Morán, have signed an agreement that will mark a before and after in the management of the Ebro Delta. This initiative seeks to consolidate and harmonize the different protection plans that currently exist, with the aim of accelerating the actions needed to combat the regression of this vital ecosystem.
A shared commitment
Paneque emphasized that the creation of a unified management plan is a historical demand of the region, which is now realized thanks to the collaboration between the administrations involved. “It is essential that we work together with a single document,” said the counselor, emphasizing that the agreement reflects the Ministry’s commitment to facilitate this transition to more coherent and efficient management.
Key meeting in Madrid
Last Monday, Paneque announced this agreement after a productive meeting with Morán in Madrid, accompanied by other members of his department. This meeting has been essential to define the steps to follow in the restoration and protection of the Delta front, including the proposal to incorporate submerged sands to strengthen the affected beaches.
Renaturation projects underway
Another important topic was the project of renaturalization of the spaces of the Fluvià Nàutic, which could be about to receive a preliminary agreement. “We are preparing an agreement that will define the responsibilities of both the Ministry and the Generalitat,” said Paneque, in the hope of being able to restore this area of ecological interest.

In addition, the two authorities have discussed the preservation of heritage elements of the old Liberty radio station, in line with the dune rehabilitation project promoted by the Ministry. “We are working to integrate these two needs,” said the counselor, although he acknowledged that it would still be necessary to continue the talks to close the details.
Energy future and collaboration
Finally, Paneque has proposed to the Ministry the need to include various projects in the planning of the Red Eléctrica, such as the Three Chimneys and the Hospital Clínic, which need new stations to ensure proper supply. “We have work to be done in this regard, but we are committed to continuing to work in the coming weeks to achieve a satisfactory agreement,” he concluded.
