Osona will start the municipal delimitation process

Osona, | The aim of this global project, which counties such as Ripollès and Garrotxa have already started, is to ‘have clear and recognised’ municipal boundaries in order to be able to offer a better provision of municipal services.

The General Director of Local Administration of the Department of Governance and Public Administrations, Carles Bassaganya, stated this Friday at the headquarters of the Regional Council of Osona that the region of Osona will begin the municipal delimitation process in the coming weeks and will end in the next two years.

This process will culminate in the creation of a map in digital format and at a scale of 1:5000 that will replace the imprecise boundaries made by the army and the State Geographical Institute between the end of the 19th century and the beginning of the 20th. more than 100 years ago. Some limitations of the last century which, moreover, could be ‘accepted or not’ by the town councils, explained Bassaganya.

The Government, according to Bassaganya, wants to be clear about the 2800 lines that must make up the country’s internal borders. According to the director general of Local Administration, problems arise when it is necessary to plan roads or to pass a telephone line through one place or another. The Government has commissioned fieldwork from the Cartographic Institute of Catalonia. The information collected by the Institute will arrive in the next few weeks to the town councils of Osona, which, through the creation of Municipal Delimitation Commissions, will have to analyze the details and agree or not.

Agreements and resolutions

Bassaganya has stated that in a ‘very high’ percentage there is conformity and what the Government will do will be to ratify that agreement and publish it in the Official Journal of the Generalitat of Catalonia. Through these agreements, the delimitation lines and milestones will be fixed through UMTS coordinates with a precision of less than one meter. The Territorial Delimitation Commission of Catalonia, chaired by Councilor Ausàs, acts as arbiter in cases of disagreement between municipalities. In this commission, the reason is given to one or the other party after discussing and analyzing the arguments presented by the councils in litigation. Although the resolution that comes out of this commission is published in the DOGC, the disgruntled city council would still have the option of going to court.
