However, these improvements must be consistent with one goal: to make these spaces accessible and useful, instead of imposing restrictions that limit their functionality.

The new fence around the theater has not only closed access to space, but also eliminated its usefulness. If the problem was vandalism or dirt, closing the space does not solve the situation, but simply moves the problem elsewhere in the park.
