The need to reopen the exceptional quota
The employer has put on the table the need to reopen the exceptional quota given that if it were quickly exhausted it would have left between 55 and 75 temporary workers out, according to the calculation made by the Business Confederation (CEA).
The president of the employers’ association, Gerard Cadena, has emphasized that these temporary workers are quite technical professionals and has asked the administration to take a quick decision to prevent these staff from being out of work. If they are not allowed to enter the general quota, they will have to leave the country in order to look for a new work destination.
Divergent opinions
The trade union side, represented by the general secretary and spokesperson of the Andorran Trade Union (USdA), Gabriel Ubach, does not see any inconvenience in the reopening of the exceptional quota. According to Ubach, this amount of workers would not unbalance the labor market.
However, the Minister of the Interior and responsible for Immigration, Ester Molné, has expressed that it is difficult to extend the exceptional quota, since the initial intention was to close this issue. Despite this, Molné has stated that he will submit the proposal to the Council of Ministers next week after discussing it bilaterally with the head of the Interior.
Progressive reduction of quotas
Minister Molné has made it clear that the government’s intention is to gradually reduce the cash that is included in each contingent, in line with the policy of progressive reduction of quotas.
