A Comprehensive Vision
As the Secretary of State for European Relations, Landry Riba, highlighted in a media presentation, the road to a final agreement involves more than the simple signing of a framework agreement. This route includes the bilateral protocols between Andorra and San Marino, as well as their annexes. This complexity underscores the interconnectedness of all documentation, essential for a complete understanding.
Next Stages
The Government is working with the aim of signing the agreement during the month of September, as reported by Riba. Afterwards, the relevant ratification processes will follow. The verification of the translations, aimed at ensuring consistency between the texts, is estimated to be completed at the end of June, just before the European elections, which, in principle, will not alter this trajectory.
Steps to follow
It is expected that with a single EU ratification, without the need to go through each national parliament, the binding consultation process will begin. Riba has confirmed that the hope remains to hold the referendum during the first months of 2025. However, any delay in the calendar may affect this planning, possibly extending the holding of the referendum until the first half of next year.
