Rosvet, a local company, aspires to take over animal custody and the county kennel

After several years of controversy and conflict, the animal custody service in La Garrotxa could have a new manager. This is Rosvet, a veterinary clinic based in Olot, which was the only company that submitted to the public tender called by the County Council last January. This company offers various veterinary services and has a staff of eight professionals. If it is finally awarded, it would be the first time that it would take over the animal service in the region.

The County Council’s procurement board checked a week ago that there was only one offer submitted and accepted it for processing. Now, the board must evaluate Rosvet’s proposal and it is expected that in the coming days it will be able to give it the go-ahead. This is what the president of the Regional Council, Santi Reixach, is hoping for, who is pleased that it is a company from the area. “We want to see if we can award him before the end of March, if there is no recourse. I’m glad it’s a local company. A company that, in addition, will also have volunteers, as they must be there because they have done a lot of work”, he says.

A service surrounded by controversy since 2020

La Garrotxa’s animal custody service has been the subject of controversy since 2020, when the Terra Viva association stopped providing it after almost ten years. The County Council then decided to renew the tender and two companies were presented: the Garrotxina association and the Osona company Caniausa. But Terra Viva was excluded from the process due to an administrative problem and the service was awarded to Caniausa in April 2021.

Terra Viva, however, did not give up and appealed the tender to the Catalan Contracts Court, which paralyzed the award for almost a year. In 2022, the Court ruled that Caniausa could not assume the service because it had not proven its financial solvency. This situation forced the Council to declare the competition void and to convene a new one on a temporary basis and award it directly to a local veterinarian, Xavier Lucas. Now, the Council has called the tender again, to which only Rosvet has submitted.
