Deadlines and Perspectives in Parliamentary Negotiations

The president of the commons in the Parliament, Jéssica Albiach, agrees with the general secretary of ERC, Marta Rovira, in establishing the deadline of the end of July to reach a preliminary investiture agreement, despite the fact that the parliamentary deadline is 26 August. Albiach is optimistic and points out that within 4 weeks the viability of the agreement will be evaluated, using the metaphor of ‘whether there is water or not’. However, she warns about variable geometry as an unfavorable strategy, expressing concern about the possibility of investing Illa with the votes of the comuns and ERC, and then seeing the socialists align with Junts to define the country’s main policies. .

Albiach also emphasizes that participation in the Government is secondary and will depend on the content of the agreements, indicating that his party has not yet debated whether they should be part of the Government, since the priority lies in the contents and policies, considering entry to the Government. Govern as a secondary issue at this time.

Negotiations and Alternatives

Albiach shares Rovira’s perspective on the deadline for the pre-agreement, highlighting that ‘time should not be rushed’ and that four weeks ‘goes a long way’. He highlights the possibility of reaching a pre-agreement and perceives a good disposition on the part of the parties involved. Furthermore, he emphasizes that the only alternative to repeated elections is an agreement between PSC, ERC and comuns, warning that the resulting government must be ‘stable’ and not an eventual presidency of Salvador Illa based on variable geometry.

Currently, bilateral negotiations are taking place between the PSC and the comuns, as well as between the PSC and ERC. Although Albiach’s party maintains informal talks with the Republicans, he defends that bilateral negotiations between ERC and the PSC must first take place, highlighting that the socialists must make ‘greater efforts’ and ‘move’, given that they won the May 12 elections .

Perspectives on Financing

In relation to the financing system, Albiach urges the territories of the State not to fear a singular model for Catalonia, emphasizing that they seek what corresponds to them without harming any other territory of the State. He highlights the injustice of the current system not only for Catalonia, but also for Murcia, the Valencian Country and the Balearic Islands.
