A difficult problem

2023 was a sad year for dependency in Catalonia. According to the report of the Dependency Observatory of the Association of Directors and Managers of Social Services, a total of 12,280 people died while waiting for a degree or benefit resolution. These people were on a waiting list to receive the care they needed. These figures are alarming and highlight the seriousness of the situation.

Catalonia, second territory with more people without care

Catalonia is the second territory of the State with the most people without receiving care. Although it has been reduced by almost 31%, there are still many people who are not getting the care they need. This situation is worrying and measures must be taken to improve it.

Increase in mortality

Between November 2022 and the same month of 2023, 40,577 people with dependency requests died in Catalonia, 12.33% more than expected. This increase in mortality is worrying and highlights the need to act urgently to guarantee adequate care for dependent people.

The Shock Plan for the Improvement of the Dependency System

The Shock Plan for the Improvement of the Dependency System has meant an increase of 22.3 million in the contribution by the Spanish government and a certified expenditure in the last published financial year, in 2022, of 57.3 million for part of the Generalitat. These measures are a step in the right direction, but much remains to be done to ensure quality care for dependent people.

On December 31, 2023, there were 352,939 dependency applications in Catalonia. 327,571 were assessed, and there were 250,190 people entitled to receive care. Unfortunately, there are still 48,470 unserved people and 25,386 people awaiting degree resolution. In addition, there are 73,838 people awaiting PIA or degree resolution. These figures highlight the need to continue working to improve the dependency situation in Catalonia.

Attention to dependent people

In terms of care, 18,416 new benefits were granted last year. 57% of these benefits correspond to financial benefits for care and 19% to teleassistance. Economic benefits represent 43.8% of the portfolio of services, with a total of 197,622 dependents served.

Creation of jobs

The dependency care system generates more than 43,783 direct jobs, with an increase of almost 4%. This is positive data, as not only is care for dependent people improved, but employment is also created.
