Review of the Housing Guarantee Program
Xavier Espot, the head of government of Andorra, has shared his intention to reformulate the housing guarantee program. According to him, this project, which seeks to facilitate access to property through government support both in the down payment and in part of the mortgage interest, has not achieved the expected reception, with only about ten applications accepted.
A new context for access to housing
Espot acknowledged that the program was implemented in an environment of high interest rates, but now that they have decreased, he believes it is the right time to review the system. In the coming weeks, he plans to meet with the directors of the country’s main banking institutions to discuss possible improvements and design a program that helps young people and adults stop renting and buy a home.
A step towards housing security
During a recent interview with RTVA, Espot stressed the importance of this program in providing citizens with the opportunity to build a life project. Currently, more than 60% of the population of Andorra lives in rented accommodation, and it is vital that housing policies adapt to this reality.
Improvements in purchasing power
In addition, the Head of Government has defended the measures adopted since 2021 to increase the minimum wage, an action aimed at improving the purchasing power of the Andorran population. However, he has rejected the idea of setting maximum rental prices per parish, arguing that this could discourage the construction of new homes.
Defense of the Association Agreement with the EU
In another area, Espot has reaffirmed his support for the association agreement with the European Union, insisting that to maintain the current status quo, it is essential to vote in favor of the agreement. He has argued that the agreement opens up new opportunities for Andorra, without implying an increase in taxes.
Citizen safety guaranteed
Espot assured that the agreement will not lead to an increase in uncontrolled immigration, and that current security measures for Andorran citizens will be maintained. He clarified that EU citizens who wish to settle in Andorra will have to comply with restrictions, and that immigration quotas will remain conservative.
A future for gender equality
One of the issues that also emerged during the interview was the possibility of legalizing abortion in Andorra. Espot stated that, in order to maintain the structure of the Co-Principality, this would not be viable, but expressed his intention to advance in the recognition of women’s rights.
A more inclusive health system
The Head of Government announced that he is working on creating a system that will eliminate the penalty for women who decide to terminate a pregnancy, a step that he considers significant for gender equality and public health.
