Navarra begins an accelerated reform of its Statute to assume jurisdiction over Traffic after the rejection of the Supreme Court
The Government of Navarra has decided to quickly activate the reform process of the LORAFNA, the Statute of Autonomy of Navarra, with the aim of assuming Traffic powers. This decision comes after the Supreme Court annulled the transfer of these powers, arguing that they cannot be transferred by Royal Decree without legal recognition in Navarrese law.
Negotiations with the central government and parliamentary procedure
The president of Navarra, María Chivite, has announced that a negotiation will be carried out with the central government to agree on the necessary changes to the text of the Statute. Once this agreement is reached, the reformed text must be supported by the majority of the Parliament of Navarra
The president has highlighted the importance of maintaining unanimity in Parliament, as was done last year during the transfer of powers in the Transfer Board. In addition, she has emphasized that the Government of Navarra will defend the forality and self-government of the community
Legislative process in Congress and Senate
Once the reform is approved in the Parliament of Navarra, the text must be debated as an organic law in the Congress and the Senate. For its approval, an absolute majority in both chambers will be required.
President Chivite has indicated that, if the Senate, where the PP has an absolute majority, vetoes the law, it will return to Congress to lift the veto. Furthermore, she has highlighted that no amendments can be introduced in this law, since it will be a single reading.
Current management of Traffic competencies
While the reform process is carried out, Navarra continues to manage seven Traffic functions that had already been transferred to the regional community. However, the Chivite Government has requested clarification from the Supreme Court to determine if the ruling annuls all transfers, including the functions that are already in the hands of Navarra.
The president has assured that, despite this setback, the Government of Navarra will continue working to guarantee the best service to citizens in terms of traffic and road safety.
