Digital revolution in legal interpretation
Catalonia is positioning itself as a benchmark in the use of technology to make law more accessible. A pioneering generative artificial intelligence project has been designed to simplify the understanding of legal rules, a step that has been recognized by the European Commission.
A project at the service of citizens
The initiative, promoted by the Autonomous Entity of the Official Gazette and Publications, in collaboration with the Center for Telecommunications and Information Technologies (CTTI), seeks to overcome the barriers that complex legal language imposes on the population. The objective is that anyone, regardless of their legal training, can understand the regulatory provisions.
Development of an innovative solution
The creation of this tool has been possible thanks to a multidisciplinary team formed by experts in technology, law, linguistics and communication. This collaboration has allowed the application of artificial intelligence models such as GPT-3 and GPT-4, which generate clear and precise summaries of the rules in Catalan and Spanish.
A methodical and quality-focused process
The project began with a three-month testing phase, during which the effectiveness of AI models in simplifying legal texts was validated. Currently, citizens can consult 44 summarized rules through the official portal, with plans to expand this number to over 14,000 rules.
Commitment to privacy
The initiative has placed particular emphasis on data protection, using only public texts and including legal notices to ensure that summaries are informative and non-binding.
Benefits for a more informed society
This AI tool not only facilitates the understanding of the law, but also empowers citizens, allowing them to better understand their rights and duties. This encourages more active participation in the legal system and promotes a more transparent and democratic society.
Transformation of the public service
The Catalan Government has established that clear communication is one of its main objectives in the reform of the Administration. The aim is to make legal language accessible to all, thus reflecting a commitment to a more agile and proactive administration.
International recognition
The innovation of this project has been recognized at a European level, with its selection as a finalist in the European Commission’s ‘2024 Best Cases Awards’. This distinction underlines its relevance in the modernization of public services.
Towards a more accessible future
With this initiative, Catalonia not only seeks to transform the way citizens interact with the law, but also to inspire other regions to adopt technologies that facilitate communication and transparency in public administration.
