Decisive Week for Budget Processing
Next week will be crucial for the processing of the budgets of the Generalitat for 2024. The Parliament will hold the debate on all accounts next Wednesday, March 13, and an absolute majority is needed to overcome this parliamentary procedure and reject the amendment to the totality of the commons.
Tense Negotiations and Absolute Majority
At the moment, the executive of Pere Aragonès does not have the necessary absolute majority, as it only has the support of the 33 deputies of the ERC and the 34 of the PSC. Negotiations with the communes and Junts per Catalunya are stuck, and neither party seems ready to give in.
Two Deputies are missing for the Absolute Majority
The Government needs two more deputies to achieve an absolute majority or to get a parliamentary group to abstain. Executive sources are optimistic and believe that everything can be cleared at the last minute, but negotiations remain stuck.
Negotiations with the Commons and Together for Catalonia
Negotiations with the communes are at a standstill, as this week’s contacts have yielded no results. On the other hand, the meeting with Junts per Catalunya has only served to confirm that the negotiation is blocked by irreconcilable differences.
Conditions and Red Lines
Both the communes and Junts per Catalunya have established their red lines, and none of the parties is ready to give in to their demands. This has led to a deadlock in the negotiations which endangers the processing of the budgets.
Possible Early Elections
If no agreement is reached, the scenario of early elections is not ruled out. Although the president of the Generalitat has expressed his desire to close the legislature with the approval of the budgets, rumors are beginning to circulate that he could call early elections.
